The waist belt and bicep positions of the foam inserts are much better for them to be able to move around and play than the inflatable swimmers I had as a kid that just left us floating around by our arms with our heads just above the water. The additional buoyancy around the waist enables kids to actually get their body higher in the water, and that makes it more useful when you are trying to teach a child how to swim, especially if they are nervous about it. It lets them get almost completely into the right posture/angle to swim while also giving them an extra layer of security for the first few "solo" attempts before they take off under their own power.
