THIS MONTH' S COVER: In this photograph, Her Majesty QUEEN ELIZABETH the Second is shown against a background representing Windsor Castle, with (at left) St. George's Chapel, in which the Kings and Queens of England are buried. The Queen is wearing her robes as Sovereign of the Order of the Garter, England's principal order of chivalry. This costume symbolizes the Queen's role as "the fountain of honour," whereby she rewards merit and bestows titles and decorations. She is also the living symbol of Great Britain, which she is representing on her visit to Paris this month.
