This is a New, never worn skirt and it is in very good condition. It is hand made in what I would consider to be size Newborn/Infant Small. It has an elastic waist but is not lined. The body is Red and has (2) 1/4" White rows of Rickrack (1) 1" Red, White Silver Ribbon around the bottom. It measures as follows lying flat and doubled. No rips or stains.
