The first edition was published in 1911, four years
after the Oklahoma Constitution Convention ended, contents could be
indexed and fairly early in the implementation process. This second
edition was published 30 years later after amendments and annotations
clarified original implementation.
The second edition was also expanded to include the
Constitution of the United States with partial annotations;
references to a group of "New Deal" Statutes and Federal
Court decisions, construing same; the Magna Carta and the English
Bill of Rights. This copy also includes a supplement specifying and
integrating the amendments to the Oklahoma Constitution which became
effective March 15, 1941 by including additional Court decisions as
well as text of proclamation. This expansion made the 2nd
Edition a more fundamental and useful reference book.
Robert Lee Williams (1868–1948) was an American
lawyer, judge, and the third governor of Oklahoma. Williams played a
role in the drafting of the Oklahoma Constitution and served as the
first Oklahoma Supreme Court Chief Justice. He also served the United
States federal government as a district and circuit judge.
The author waived his rights to any pecuniary benefits
from this second edition so that it could be published for the
benefit of courts, lawyers and students.
Hardcover with brown leatherette cloth boards with gold
lettering on spine, but no DJ. SIGNED by author on his photograph
wearing judicial robes in beginning of the book. Interior is tight,
clean and otherwise unmarked. Book has been used. Gutters taped
with library tape. Some pages dog-earred, show indents from
use/laid-in-items and are generally discolored along edges. Still,
corners are square. Carefully handled and stored, wear along edges
shows this book was consulted more than once. Always privately
owned.
