It is an assembly line left-over. It is in good condition. There are some blemishes present, from rubbing against neighbors. See the last few pics for examples but, keep in mind, we have more than one of these. So the blemishes will obviously vary from part to part. Why pay the same amount or more for one that's been taken off a wrecked vehicle? Or one that doesn't include the cover. Match your part number or you risk it not matching your color.
