Where can I get silver jewelry in bulk and at a resonable price?

What I did was research what jewelry I wanted to sell.
I learned who the suppliers were through this research.
Before suppliers will talk to you, you will need a sales tax license or certificate.
Then you contact them.
Decide who offers what you want at a price you want to pay.
Many will want you to purchase a minimum dollar amount.
I am sorry to say that most sellers will not give up their sources.
It takes leg work on your part. :)

I agree with DakotaGold. You have to do the research and find wholesalers on your own. You must have a business license from your state in order to collect sales tax – all suppliers I have used require that number. They also require a minimum dollar amount of merchandise is purchased.
Another way to purchase products to sell is to go to craft fairs, garage sales, antique stores and estate sales. Usually you do not have to have a sales tax ID number, but you may be required to pay sales tax. You have to be sure that you are not paying too much money in order price it competitively to sell it at a profit.
