THE BATTLE FOR TIME INC. Time Inc. and Warner Communications hoped that in union they would find strength. Instead they got strife: Paramount Communications' bid upset the proposed merger and sent the stocks of all three companies into wild fluctuations. The directors of Time and Warner held round-the-clock strategy sessions to review their options, finally emerging Friday with a plan for Time to buy Warner outright for $14 billion. A REAGAN LEGACY: The Supreme Court remade in Ronald Reagan's image is tipping the scales of justice in a radically different direction this term. More evidence of the shift came last week when Anthony Kennedy cast the critical fifth vote in two rulings that limit the scope of affirmative action. With Kennedy, Reagan has fulfilled his vow to find a jurist whom critics of Robert Bork "object to just as much." National Affairs: Page 16.
