This may be a Vintage item, not sure. It looks like vintage but could just be a reproduction of a vintage item. It is marked a size 38. I think this means USA Bust size as it seems like up to a 38" Bust could use it. It is a thick velvet but more of a Blazer than an outdoor jacket. It could be used as an outdoor jacket too for weather that is not too cold. 

Measurements taken flat:

20" Bust, 20" Waist, 23 1/2" Long; 15 1/2" long from inside of underarm to cuff.
