GATEFOLD COVER: SIZING UP PRESIDENT FORD: The Oval Office is his room now; the question troubling his countrymen is whether he can fill it. After his first 100 days as President, Gerald R. Ford has won the affection but not the respect of the nation -- and in his crisis of faith the problems he faces may be insurmountable. "He's been run over by history," says a sympathetic Democrat.
