The straight razor dictated the time worn tradition of barbering by hand. The chin would be placed where the indent in the bowl lies. Daisies and lillies decorated the center, and the edges in a rich blue glaze.  It is unsigned. Tin glazed hand painted French Pottery has been made in the French town of Quimper for over 300 years. 12 x 10 x 3 inches deep, has some crazing and some rubs to the glaze, but is in remarkable fine condition, Circa 1810. Overdrip on glaze on bottom of bowl. Some frit, pitting, on rear. 2 hole hanger on rear.
These bowls are difficult to find, I purchased a collection and am offering some of them here.
