Mr. Zangwill has chosen for the subject of this lecture The Principle of Nationalities, because there is no one question about which there is so much loose speech and careless political thinking as about the subject of nationality. It is chiefly due to the confusion between a nation and a State. They are not synonymous. All that is necessary is to quote one or two concrete instances to show that such a conception is utterly false. Scotland, I reland, and Wales are nations, but not States. Finland and Poland are in the same position; whereas A ustria-H ungary is a State, but not a nation.
