ABOUT THIS ISSUE: The first time The Post put Ben Franklin's picture on its cover was Jan. 20, 1906, commemorating the 200th anniversary of his birth, Jan. 17. The current cover, painted by 33-year-old Connecticut artist BLAKE HAMPTON, is our 21st of Franklin, appearing just before his 260th birthday and at the beginning of The Post's 239th year. Hampton, who also did a cover of President Johnson for our Sept. 11, 1965, issue, has had illustrations in Esquire and the New York Herald Tribune's New York magazine, and his paintings have been purchased by the late President Kennedy and former President Eisenhower . . . . THOMAS MEEHAN has been following the career of Italian movie director Federico Fellini for quite some time, and was in Rome three years ago to watch the filming of 812. Considering the many times he interviewed Fellini, both in Rome and recently in New York, Meehan is a little disappointed that his exposure to the director did not result in a role in one of Fellini's films....
