"Is there any question about the Monroe Doctrine? Is the Monroe Doctrine a debatable topic? Probably not in the sense that so many topics are debatable. Certainly not in the sense that most of the propositions treated in dozens of volumes of this Reference Shelf Series are debatable. If, however, there be divergent opinions, what could they be and where might they be found? Naturally, there would be the attitude of the United States of America on the question, and then the individual and composite attitudes of its citizens and of the nations of the Western Hemisphere profoundly affected by the Monroe Doctrine. Perhaps, even the man on the street knows the point of view of this government, but how could one best obtain the authentic views of the Latin American nations?
