This is a Boyds Bear & Friends Father Time pin. The belt says "PEACE ON EARTH" and there are two birds on the hat brim. He's holding a peace sign.

The name/maker is: Boyds Bear & Friends.  It has a safety pin with a "C" clasp that is a rotating "c" clasp.

Size approximately:  2 1/2 inches tall X 1 1/8 inch wide.
