I would have certainly signed my work had I made this beautiful piece, but absent a signature, the artist did a wonderful job. This is a hand carved, turned wood vase?  The inside is raw wood so I would not put water directly into it but you could set a 4.5 to 5 inch tall glass or small vase inside and put water in that, or put dried flowers in it or simply enjoy the beauty of it all by itself.
It has a wonderfully western scene etched or wood burned into it of a cowboy on a bucking bronco. 
The rest is stained with a greenish stain. 
There are some nicks and dings and some areas that maybe didn't get the glaze or finish on it but this is rustic and lovely the way it is.
