It is marked Bailey, Banks, & Biddle.

It also is marked Silver.

I am not sure what the letters on the enamel stand for.

The stick may have been replaced at some point... it does have it's original lead solder.

Sometimes these come with little pill shaped pieces that go on the bottom...this one did not have one.
