This is Emma and her mother Maria Vanderhayden, this was likely taken on Frank Ave., Rochester. Below is the research I had done while searching for the other card showing her with her daughters.
I have researched Emma Skinner with three Daughters and the only one I was able to find was in Rochester NY c1900s husband George, Sons- Dewitt, Lafayette, George with Daughters Camilla, Marion, Almeda as well as Mother In Law Maria Vanderhayde and sister Harritt. They lived at 13 Jones Ave in 1900 and on Frank St in 1910. By 1910 only one son was at home and her sister was no longer there. By 1920 Emma and George were living with Camilla, her husband George Klingenberger on Clay Ave.
Marion married Ruddolf Gutfruch and Almeda married Charlie Smith living in Chili Monroe Co NY, then Clearwater Florida
