VTG Men's Rayon/Cotton  Socks Yellow Genuine Wrap 1940-50s NOS VTG Garter Top #2 have green, red, and black single line intaglio designs and are " garter-top" whatever that means! 
They don't have a size marked, but I have some others marked "10", and here are the measurements: Heel to toe, unstretched, 9 1/2", heel to top is 9". They are not returnable if you put your feet in them, please note!!
They are a rayon/cotton blend and have nylon re-inforced heel and toe.
