When connected to a frequency counter it does come close to being on frequency but given it's age, it's very likely that it'll need some level of service and adjusting before it can be used with any real accuracy, so for this reason it is being sold as-is. unit does power on and when hooked up to coax of a ham radio the out does adjust and can be picked by the radio at various frequencies.
