I believe this to be brand new, old stock, but cannot be for sure. This particular container has some plastic pieces in the bottom as well as a couple teeny hex (I think) wrenches, sandpaper swatch - see photos.  Very top of container reads 63-19-4716-333E7. Container shows wear from handling, and looks like it has been through lots of handling. Plastic case has damage to hinge. Unit itself, looks like it is in great shape.  

I have 2 of these, so photos are a representation of both, unit and contents are exact same.

This was acquired with other stuff, seemingly unused and much older.  No other information is known about it.
