This is the 1989 Teenage Mutant Ninja Turtles party van.  It does come with 2 turtle action figures but they are not vintage ones.  This van is incomplete and I am not sure what all it is missing.  It does have heavy signs of age and play.  It has markings, scuffs, peeled and missing stickers.  You get the actual items pictured so please look at all photos and ask any questions before purchase.
