Rowland Marsellus Co, Staffordshire England, designed & Imported by the S T Hanger Drug, Portsmouth Va, copyrighted 1906, plate is what I am assuming are transfers (green) of the Jamestown Exposition Va. 1907. Gold around edge is pretty much intact, plate finish is a bit rough, over100 years old. This green transfer is really attractive.
