Appears to be pretty old and in pretty rough condition showing a lot of visible wear. See photos for assessment and measurements. 

I did try to do some research and really cannot find much about it. So I am unsure of maker, age, etc. Most of the items that this came with were from the 1880s to 1920s however I can't validate this is from that era.
