It's a lovely vintage bottle opener by German company DBGM. 

The opener is most probably from 60's and it has three function. 

The functions are craved on the surface with logo. They written as;

DBGM Monopol HERMETUS, 

Made in Germany

Opener - Offner 

Sealer - Verscliesser

Opener for Screw Caps - Offner für schraubverschlüsse

The metal opener is in good vintage condition. There are some local wears on the surface as you can see in the pictures. No missing part.
