Unknown maker. Consensus seems to be that it’s mid 1800s or earlier based on the two part construction. Most likely a coffee or tea spoon but could be part of a sugar bowl set.

Spoon is 4.75 inches in length and weighs 10.9 grams. The handle is not hollow and it is not a straw. Interesting though it was found in an estate sale at a home bar.
