The "Handcuff Murders" are sweeping Manhatten thanks to TV talk-show host Perry King who begins a live broadcast vendetta against the killer.

Meanwhile, a beautiful young art student with a special gift draws the clues of the murders before they happen. She is caught between the manipulative TV host and a sincere detective as the web tightens.
