HART'S CHARGE: AN UNEXPECTED HORSE RACE: Suddenly the chemistry of Campaign '84 was dramatically changed. Last week Colorado Sen. Gary Hart confounded the politakers by winning New Hampshire's Democratic primary, the first in the nation. His victim, the seemingly invincible Walter Mondale, moved quickly to regroup, attacking his unexpected challenger with all the muscle available to his formidable organization. But Hart's victory had started a prairie fire: within days of the primary, a NEWSWEEK Poll revealed, Hart was running neck and neck with Mondale and doing better than Mondale against Ronald Reagan. HOLY WAR IN THE PERSIAN GULF: Iran and Iraq pounded away at each other in a grotesque holy war on the Persian Gulf. Fanatical Iranian troops were slaughtered as they attacked on the southern front (right). Farther north, as many as 500,000 Iranians appeared to be preparing a huge new offensive that could yet pose a threat to Western oil supplies.

GOBBLING FOR OIL: Wall Street is suddenly erupting in a gusher of enthusiasm for oil. Last week Atlantic Richfield was about to pay a record price for Gulf, and other investors were bidding up the price of Texaco. But analysts fear that all the bidding may be driving oil-stock prices too high.

FOLLY ON PARADE: Skeptics may not be convinced by "The March of Folly," a study of statecraft's epic blunders, by popular historian Barbara Tuchman But her lively style, bold purpose and huge following virtually ensure a best seller.
