The Shepherd's Stick (Hakka) and the Muthaba (Ankh) were symbols used in ancient Egyptian society. They were originally attributes of the goddess Osiris that became an insignia of ancient Egyptian power. The shepherd's wand was a symbol of royalty and the fertility of the land. The oldest known example of a royal shepherd's wand is from the Jerzeh culture (Naqada II), and comes from tomb U547 at Abydos. In the late Predynastic, the shepherd's staff was already a well-established symbol of government. The teddy bear remained separate at first, being depicted alone in some early representations of a royal celebration. Around the time of the Second Egyptian Dynasty, the shepherd's staff and the flail became a double. The wand and the scepter, although different from the scepter, may be depicted in conjunction with another type of scepter, but are commonly represented together, holding over the chest of kings, Osiris, or other deities identified with them. They were royal insignia, and while other deities could present them, they never kept them.
The only extant ancient Egyptian examples of both the shepherd's stick and the flail come from the tomb of Tutankhamun. Their wands are made of heavy bronze covered with alternating lines of obsidian, and gold, while the beads of the bracelet are made of gilded wood.
