This machine is used, but powers on.  I did not have anything else here to test this, but I guarantee this will work properly or your money back (within 14 days).  This came from working studio.  

 Part of a description for this :  The delay networks are ideal for pulse applications because of their fast rise times and low distortion. Amplitude equalization is employed to achieve excellent flatness over the video frequency range. The delayed output of any model in this group is the summation of individual lines.
