rare WWII original ephemera on parchment paper with War Office raised seal signed by Secretary of War and Major General on a military appointment: 

President of the United States appointment Proclamation recorded October 25, 1946 appointing "Elliott G. Parker as First Lieutenant in the Pharmacy Corps" in the regular Army as of November 5, 1945.    
Done on July 5, 1946 in Washington DC.

"United States of America" War Office with raised seal at the bottom under "By the President."   
Signed in black by Robert P. Patterson Secretary of War and in blue ink Edwin O. Winter, Major General, Adjutant General.   (note: not signed by President of US)
