This item was purchased from an inventory surplus sale. We do not know the history of it. This is a new sealed package with some shelf wear. It is also labeled, "contains five each: 3, 5, 7.5, 10, 15, & 20 Amp". It only comes with what is shown in the pictures. We have more than one of these and so the one you receive may not exactly match the pictures, but it will be a new package.
