Spectra-Tech model 3200120 IR Microscope Parts (??) Parts or Repair

This item is marked "Spectra-Tech and it shows a model number of 3200120.  It looks to me like it is a IR Microscope but I don't know for sure.  I plugged it in but nothing happens and I am offering it AS-IS for parts or repair.  The coating on the aluminum surfaces is wearing or fading off in places.  The outer shell of the power cord is brittle and is cracking.  The back side of the aluminum base plate looks like it has been cut off (see last picture).  I don't know what this should or shouldn't have so please look at the pictures closely.   It only comes with what is shown in the pictures.
