Length - lay flat on it's front and measure the distance from the shoulder seam closest to the neck to the waist line, then from the waist to the bottom hem.
For the hip, take a measurement on a garment at the point where it widens down from the waist line, from seam to seam. Of course this will vary based on the type of garment.
