I would say the material feels like cotton and I would estimate the size to be about 16. To clarify actual measurements when laid flat are for vest - from underarm to underarm 24", waist 24", top of shoulder at collar to hem 29"; black top - from underarm to underarm 24", waist 25", top of shoulder at collar to hem 25"; skirt - waist measures 16.5” unstretched, length 38".
