BLACK RAGE, WHITE REFORM: More than 50 people died last week as South Africa endured its worst spate of bloodshed since the current round of violence began. Behind the scenes, however, President Pieter W. Botha was considering a reform package that would grant South Africa's black majority a share of political power. The plan was politically risky; it may not be implemented at all. But if Botha musters the courage, South Africa may yet take a step away from the racism and profound economic injustice of apartheid.
