This is an Oster Kitchen Center Regency Replacement Part for the Salad Maker.  

It is the Chute Base with the Salad Slinger.  

I got this in a box of Oster items and accessories at an estate sale. It looks to be in nice condition and the spindle turns which is a sign it is in working condition.  It does have some minor scratching..
