In 1946, under pressure from the US, the People's Republic of Korea was dissolved.  By mid-1946, with no dialog between the Allies of WW II, crossing the 38th parallel was prohibited.  The US Army Administered the Southern Zone.  The Japanese exchange clause was removed from this series notes.
