His clothes are quite tattered with many rips and tears. The paint on his head has significantly worn off. Same with his shoes.

I have been told this doll is a Flagg Doll, made in 1939 by Sheila Flagg in  New York City. I have one of her smallest examples made as dollhouse dolls. The largest size is a 7" doll. These dolls are collectible IF they are still wearing the original clothes which were non-removeable and if the paint is perfect.
