This is called many things such as c clip, clip ring, lead carriage retainer lock, doo hickey and so on. It's intended to be used on a vertical blind headrail and has the job of keeping the first carrier stationary. When you traverse you blind, the vane next to the cord and chain is not suppose to move. This clip keeps it from moving over and joining the rest of your slats. This particular lock is intended for a rail that uses the 8 prong pinion gear system. That's the rail that Graber,Bali,Jencraft, Novo,M&B and others use. They have a tendency to pop off. To install, use a pair of needle nose pliers and push it firmly into the rod. It should bite into the aluminum.
