"This is a remote control for a 2-way radio base station. Standard is/was a maker of commercial 2-way radios and ITT branded it for them. The 'monitor' switch would disable the tone squelch so you could hear al traffic on whatever radio channel (frequency) you were using, and true to 2-way radio style, if you look on the handset in the middle is the PTT (push to talk) button that would toggle the radio between transmit and receive and light up the red light when transmitting. Back in the day 2-way radios were large and in cabinets. This remote let you put the radio away from your office."
