The tag is in German. I think it translates to:

A fragrant greeting. Take the fragrance sticks out of the plastic foil and keep them in the little pot. The fragrant flower exudes a pleasant scent for weeks. Sprinkle with a scented oil to refresh.

The fragrance sticks are included but may not have a fragrance anymore due to age.
