This is the Playstation version of what was a popular PC-to-cell phone utility at the time. You could do things such as back up your contacts list or autodial directly from the Playstation ("Keitai" means "cell phone" and "Eddy" is a pun on "Edit."). It includes a proprietary cable that would connect the Link Cable port of your Playstation to the phone. The utility also has Pocketstation functionality. This accessory was only released in Japan. 

Note that the service that supported phone functionality in PSOne games is certainly discontinued, so this item is being sold as a collectible only.

This accessory is now impossible to find in retail stores.  This title is becoming extremely scarce, so Buy It Now before it gets snapped up!
