Funny card with a bit of satire about government programs, states rights, congress, dams, legislation, g-men, and private enterprise - very unusual and unique.
Bear holds a chamber pot and talks about flood relief! ha!
Also has farm elements, with a cow, duck barn
Die cut front.
The front and inside surfaces have a slightly iridescent or pearlized finish.
