WILL IT BE WAR IN THE MIDDLE EAST? Both Saddam Hussein and George Bush raised the stakes last week in a confrontation that seemed to be moving closer by the day to war. As Iraq's threats to round up American citizens raised the specter of a new hostage crisis, U.S. forces continued to mass in Saudi Arabia and to lay plans for rescue missions. The danger of massive civilian casualties, the hardships of fighting in the desert and the potential for igniting Arab anti-Americanism all made Washington hope that diplomacy and an economic blockade could still make Saddam back down.
